Coahuila Says Winter Shelters Are Ready Across All Municipalities

COAHUILA, Mexico December 21— State Civil Protection authorities reported that all 38 municipalities in Coahuila currently have at least one designated shelter space ready for use as part of the winter prevention strategy. Officials said the statewide shelter network has a combined capacity of more than 10,000 people during the cold season.
The agency noted that coordination is carried out through the state security framework, with participation from municipal, state and federal authorities to ensure timely assistance for vulnerable groups. Shelters are available for both local residents and people in transit, including migrants, so that an option for protection is accessible anywhere in the state during adverse weather conditions.
Authorities added that Coahuila now has more than 100 shelters in operation. In the Southeast Region, the city of Saltillo has more than 15 shelter locations, while Arteaga has nine and Ramos Arizpe has ten.
To strengthen readiness in smaller municipalities, Civil Protection has delivered cots and sleeping pads to help ensure these spaces can operate effectively and expand their capacity during cold-weather contingencies. While shelters were not used on a massive scale last winter, they primarily supported travelers who needed a safe place to spend the night before continuing their journey.
Civil Protection emphasized that shelters remain active due to the ongoing flow of people crossing the state, particularly along Federal Highway 57. The shelters are also designed to provide food, hot drinks and basic medical care, in coordination with state health authorities and regional health centers.
